SAGE

The Water Management and Development Scheme (SAGE) is a planning document. It sets the general objectives for the use, development, and quantitative and qualitative protection of water resources and aquatic ecosystems, as well as the preservation of wetlands, in accordance with natural balances and the public interest at the scale of a sub-basin or a group of sub-basins, a section of a watercourse, a water point, or an aquifer system. Its development is governed by Decree No. 2005-192 of April 4, 2005.

The SAGE consists of written and graphical components. The draft SAGE is prepared by the management body for the area in question, in close collaboration with the existing Local Water Committees (CLE) and under the leadership of the Coordinating Governor, in accordance with Decree No. 2003-220/PRES/PM/MAHRH of May 6, 2003, approving the action plan for integrated water resources management.

Once adopted, the SAGE is implemented by the CLEs and all other relevant structures. Monitoring of its implementation is carried out by the management body for the area in question and the Regional Land Planning Commissions.

The EC-AEL has four (04) potential areas for the development and implementation of SAGEs. These are the sub-basins of the Gorouol, the Faga, the Dargol, and the Béli.
