PPI

The Multi-Year Intervention Program (PPI) is a planning tool that falls under the sole purview and exclusive competence of the Water Agency. The preparation, implementation, and monitoring of PPIs should dictate the rhythm of the organization and functioning of the Water Agency. In a sense, without a PPI, there is no FCW (see the Water Law, Article 47, Paragraph 2, and the French example). (In this regard, it could be noted concerning the Water Agencies in France that the preparation and implementation of PPIs are the fundamental basis for the definition and setting of the tax base and rates for the Water Fee—simplifying, the French FCW—by the Basin Committee; PPIs were born with the Water Agencies in the early 1960s, while the WMPs (SDAGE), for their part, originated with the 1992 Water Law.)
